Or, would you consider the fact that others see value in your business as validation that you should NOT sell it?
We’ve had a few offers, substantial enough, but my husband wants to continue to build the company for 10 more years. At that time, we’ll keep 250K worth of assets to transfer to Costa Rica in exchange for citizenship status. We’ll sell off everything else, including our valuable customer list.

Sounds like an interesting business and a tournament is a good idea. Try to utilize social networks, like facebook, to promote your tournament and bring in more customers. Facebook is most widely used by teenagers, which is also probably your target market.
Setup a facebook group for you business, invite everyone you know, especially your current clients. Offer your current clients updates on promotional discounts as incentive to sign up to the facebook group. Send regular updates on promotions and events to your clients. Your clients will invite their friends (who they think would be interested in your service) to your group, who will then invite their friends and it’ll spread like wild fire.
In addition to a facebook group, setup an e-mail marketing campaign to send your regular clients updates on promotions that your business is offering (for example, Tuesday 20% off admission fee). Keeping your regular clients updated on new promotions will save the expense of trying to get new clients. You’ll get more from clients who already like what you’re offering and would most likely want more.

im working for a business thats been around for 15 years and at one time was very busy. the new owners have stopped advertising and now just wait for work to come in per word of mouth and past customers. what i need are ideas to pitch to the owners to get them to advertise.

I am starting an online service to match those in need of residential services with the contractors who actually do the work. The service is free for the homeowners in need of service, and the leads that go to the contractors are charged at 5-10 dollars per lead. The website consist of a form where the user enters personal information about their home and their project requirements. I do have an SSL certificate in place on my server to protect peoples’ personal information.
What legal documentation is necessary for a business like the one described above?
You will need to file with your state to collect sales tax on in-state sales and get a "doing business as" certificate. If you want to incorporate you will have to take care of that, but it is not necessary or important right now.

Would you still want to start your own business if the government were to ever limit the amount you could make?
Lets say they made a law that said, you can make twice of what a normal employee makes, and if you make more, it must be turned over to the government.

What does a "normal" employee make? If it were what my "typical" employee makes, then YES. I would just pay all my employees $1 million each and charge them $865,000 back to compute their payroll and cut them a check. Therefore, I could collect my $2 million salary + take the money I’d be getting back from my employees and put it back into my business. Problem solved! There is always a loophole. That is, if you’re enterprising enough.
